The adoption of Building Information Modelling (BIM) and Integrated Digital Delivery (IDD) is a key enabler of transformation in the Built Environment sector. It is a digital spine that links project stakeholders throughout the entire building lifecycle. The Shared Services Registry serves the BIM and IDD procurement needs of stakeholders, especially SMEs, in their digitalisation journey.
STAS has administered the Shared Services Registry, which focuses on ensuring that listed Shared Services meet the manpower training quality requirements and have a local office setup for better service delivery & recovery. During the pilot phase, STAS has collaborated with four Shared Services, namely, AcePLP.com Pte Ltd, Aptiv8 IT Solutions Pte Ltd, BIMAGE Consulting Pte Ltd, and Construction Professionals Pte Ltd. The pilot has been successful, and the Shared Services Registry will now be scaled up to implement more rigorous quality checks and open up for public registration from Q3 2023.
The launch of the Shared Services Registry is a significant milestone in STAS’s commitment to digitalising the Built Environment sector. “We are proud to offer a platform that will help our stakeholders navigate the digitalisation journey with ease,” said Mr John Tan, STAS President. “BIM/IDD Shared Services can help to cushion any surge in workload and fluctuating manpower demand amid a tight labour market. Overtime, the registry will provide a useful platform for soliciting customers’ feedback to raise the quality of Shared Services Providers” said Mr Neo Choon Keong, Deputy CEO of BCA.
For more information on the Shared Services Registry, please visit STAS website. https://stas.org.sg/idd/shared-services-programme/

Adoption of technology in construction has been slow but the industry is increasingly becoming aware of BIM’s potential in the field. BIM promises better decision making throughout the lifecycle of a project and allows construction projects to run shorter lifecycles with greater efficiency, as all aspects of the pre-construction and planning phases become easier to manage and faster to complete. In this session, Vlad will share insights gained from his experiences in the industry and academic perspectives, exploring how BIM can assist in overcoming common challenges in the implementation of BIM workflows, streamlining the BIM process and enabling project teams to achieve their goals more efficiently and effectively.
Speaker: Vlad Milicevic, APAC Director, Revizto
- 11:25 – 12:10pm
Unlocking Productivity: How Lean Construction Can Solve Critical productivity Issues Facing the Construction Industry as researched by McKinsey Global Institute.
The construction industry has had poor productivity from 1947-2012 despite the launch of PMBOK in 1980. To improve productivity, Lean Construction from the Toyota Production System is recommended. Lean Construction, combined with digitalization, can increase the Project Planning Commitment (PPC) indicator by up to 20%, accelerating projects, and avoiding budget and schedule overruns.
The low productivity in construction is due to poor communication and collaboration, which Lean Construction addresses. COMET-LPS (Communication, Collaboration, Commitment, Empathy – Last Planner System) improves planning and execution reliability. Sample assessments found low reliability negatively impacted project effectiveness, efficiency, and budgets.
Implementing Lean Construction and COMET-LPS involves setting up a culture of LPS where the foreman and sub cont have ownership to make on place, on time, on quality, and on cost. Successful projects include PARC refinery, Koch Refining, DPR Construction, Boldt Construction, and Jackson Memorial Hospital Vertical Expansion. Indonesia’s government launched regulations for Lean Construction, BIM, and Green to improve productivity in the construction industry.
Speaker:
Ir Budi Utomo, Founder, Lean Construction Institute Indonesia

Workplace is not just a building. It’s about people’s work-life and facilities empowering business opportunities. Integrating people, place, process and technology is core to FM promoting workplace transformation to increase the quality of life of the people and productivity of the core business. However, it has recently been challenged by the pandemic. Since the shifting of the working behaviour impacted the physical environment, large corporates redefine their workspace and the purpose of using it accordingly to achieve corporate brand & image, as well as cost reduction. The other signs to the workplace are ESG and Net-zero Carbon targets are critical but real estate impact is viewed as limited. According to the UNEP, buildings and construction’s share most of global energy and energy-related CO2 emissions. More than half believe their company’s commitment to net zero carbon targets will change their real estate choices in the future. Leads to the growth of green building rating systems around the world and SDGs activities relate to the building sector. Therefore, ‘planet’ shall be promoted as another core of FM as a premium on sustainability.
Speaker: Ayuthaporn (Ek) Buranakul, Director, Head of Workplace Strategy & Project Svcs, Knight Frank Chartered (Thailand) Co. Ltd.
- 2:05 – 2:25pm
Heating, ventilation, and air conditioning (HVAC) contributes up to 60% of total energy consumption in commercial buildings, data centers, industrial facilities and infrastructures like airports and hospitals. Founded in 2012, bbp’s patented energy optimization technologies reduces HVAC energy consumption and addresses one of the world’s largest contributors of greenhouse gas emission. Using proprietary software algorithms, Internet of Things (IoT) and industrial controllers, bbp has enabled multiple blue chip and Fortune 500 companies across 9 countries to achieve up to 40% of energy and cost savings. Coupled with a unique business model where asset owners or operators pay from actual savings delivered by bbp’s technologies, bbp’s approach enables asset owners or operators to fully focus on their core competencies without disruptions to existing operations.

Ecosystem in the natural world- where plants, animals and other organisms as well as weather and landscapes work together to form a cycle of life. Similarly in Projects- there is inception, development (design and construction), in use and end of life and there are interconnected networks / workstreams feeding into the ecosystem. We need to remind ourselves that there is knowledge, data flows, people and material resources cycles within the ecosystems that are not being leveraged, renewed or optimised in project life cycles. We need to motivate a more collaborative, co-ordinated approach with upfront integrated considerations of project delivery and life cycle.
Speaker: Helen Cheng, Associate Director, Sustainability & Net Zero, Tumer & Townsend Pte. Ltd.

Co-organised with The Singapore Contractors Association Limited (SCAL)
Synopsis :
New physical and digital tools can vastly improve productivity and efficiency to deliver project outcomes that are safer, more sustainable, and cost-effective. But procuring and adopting these tools present new challenges to contractors—from investment to training and continuous improvement.
SCAL is proud to present the 2023 SCAL Technology Symposium — a meeting of minds and ideas for the future of technology in construction. This event features two important and timely themes.
Theme 1: Cultivating a Technology Culture
for Contractors focused on encouraging discussion on lessons learned from the past two years of rapid technology adoption for contractors and the road ahead; the emphasis is less on adopting technology and more of adopting the right culture and attitude, without which technology adoption is useless and won’t yield the intended outcomes/benefits.
Theme 2: Achieving Green & Sustainable Construction with Technology focused on contractors using technology to achieve sustainability in a way that helps the bottom line as well: using greener materials and building methods to save time, effort, and resources. Discussion would centre on technologies, processes, and materials for more sustainable and environmentally-friendly construction and how contractors can step up their sustainability efforts.
